Riddle me this...

Question for de ladies:
Why is a woman considered 'Naked" in only a bra and underwear, but yet wearing a bikini in public (which often covers less) is fully dressed?

Just a question.

    I have studied this intensely for years, and the only logical answer is that most females are exhibitionists.
